Though most of the time it's pretty obvious from the cover if the doujin will have loli in it or not.

Read the comments too, sometimes they give you a good idea too. A tag/genre system is really needed here though, at least we know they are working on it, right? :D

In the US currently the law states that as long as a drawing is not based off of a real child then it is legal since it can be argued that no child has been exploited or abused to make the drawing and the drawing is not encouraging abuse toward an actual child.
There is one exception to this law however. While you can not be charged for possession of loli manga/images/movies/ect... by themselves, in many states in the US if they find actual child porn on your computer they can tack on any loli that is found as well. So if you have 20,000 pages of hardcore loli manga on your computer you're fine....but if you're caught with 1 piece of actual child porn as well then you will be arrested and tried as if there were 20,001 pieces of actual child porn.
It's a silly law but it's the only way most states were able to placate the angry family-rights groups that were freaking out when the supreme court overruled the old ruling on loli. You only get in trouble for it if it can be proven that you are actually into real under aged children, otherwise it can just be argued that there is no proof that looking at lolis will turn you into a rampaging child molester.
