I tried fixing this problem by going into the device manager and uninstalling the
microsoft acpi-compliant control method battery and scanning for hardware changes
which seemed to work for a while but it started F'ing up again and now is not charging.
I have ran out of options. Does anybody have some tips on how to fix this that I may have
missed? Also I don't know if this helps but my Laptop is an Acer Aspire 7540G-1088.

Long shot but have you tried removing the battery, powering on the machine and boot to Windows, and then reinsert the battery? It works for me in some cases, mostly on IBM/Lenovo laptops.

Try charging it to full however long it usually takes, then let it discharge till it's dead, leave it like that overnight, recharge normally and see what happens.
Otherwise it's probably a software issue.

That's the problem. It is a software issue and the battery won't charge at all.
I don't really understand what you are getting at with your method, I think what
you meant to say was let my battery die and plug the ac adapter back in and hope
to hell it starts charging again since right now it's not charging at all.

Actually your driver may be designed not to charge the battery all the time.
This is a good thing! Constantly charging a Li-ion battery is the surest way to shorten its life. (Add heat, that most laptops suffer from and the issue is compounded).
