Native is usually your best bet for that. Their figures are of very high quality, and they usually do include some detail down below; it's usually done in a very classy way and the details can be fairly light, however. Unfortunately they're almost always exclusives at their webstore, which would require a proxy to order from.
Gigapulse is probably the only other producer that does fully nude/erotic figures on a regular basis. But their quality is absolutely shit. You can see some of their products in the R18 section on AmiAmi.
Okiyama Figure Engineering also does figures that show everything, but they're usually very expensive and their quality isn't generally on level of more mainstream manufacturers.
Daiki Kougyou has done a very that have had some extra anatomy down there, most recently with their Bible Black Imari. It isn't something every one of their figures has, but you can usually tell which will/won't by the sample shots. At the very least, they're not afraid to add some extra detail.
Your other option would be maikazao figures, which are official figures with modifications done by hobbyists. They vary quite a lot in quality and can end to be very expensive, because they sell almost exclusively on auction sites. The most recent one I've seen that I like is a modification of GSC Rin Tohsaka, which you can view here (NSFW):

Kaitendoh has had at least one with some anatomy, but I don't know how often they do it. Really not a whole lot of companies are willing to go that far; the vast majority seem to either stay on the safe side and have panties/hands/something in the way, or if the area is clear of any obstruction, they just leave it un-detailed.

I've noticed some figurines are "americanized" before shipping to the states. In other countries they might be complete castoffs, but when shipped here their panties or tops have been glued on and are unremovable. I have a Witchblade Amaha in a pink bikini, with a little work I was able to get the top off without breaking it. It wasn't listed as a castoff, but it's obvious that it was. Had another Witchblade bikini figure, not only was the top removable, she had interchangable tits made of soft silicone, or the hard plastic.

If it's the figure I'm thinking of, by Orchid Seed, that was a design choice; the top was made to come off, but the panties weren't. Regardless of where you bought it, the panties were meant to be left on.

Was just trying to reassure you that America didn't get screwed with a different version of the figure; regardless of where you'd buy it, the bottom wasn't designed to come off for this particular figure.

What I usually do is compare the americanized figure to J-list.com to see if their is a different version and order the overseas version if it has different cast-off abilities. You have to spend a little more, but at least your getting what you want. There is also Hobby Links Japan or HLJ.com. alot of the time they have figures that never get released here in the states.

I thought you were buying from a Japanese retailer to begin with and saying that they were gluing the figures before shipping them directly to the customer. Didn't realize you were buying figures that were licensed in America and sold by distributors here. I've never purchased a figure licensed in America, so I had no idea about the glue problem. I've only dealt with American store 3 times in the last 3 years of collecting, and each time was to purchase a Native figure that was sold out/only available directly from the Native webstore.
As for your store choices, I'd highly recommend you check out AmiAmi and Hobby Search. HLJ isn't too bad, but they're usually a bit more expensive than the other two sites... but I would never ever buy a figure from J-List. They mark up their prices so much it's absolutely absurd. Just about everything you get at J-List you can buy at AmiAmi or Hobby Search (Japanese retailers, so you don't have to worry about any retarded Americanization) at probably 50-70% of the price (I've seen one J-List figure that was marked up about 100% once, when it was still readily available on other sites.)

Yeah, pretty much the only two places I'll buy figures unless it's an exclusive of something (Native figures and some others only get exclusive releases on their respective websites.)
