my window xp boot up and a blue pop up, shut down, start up again. i need a way boot up my window just to back up some files.

Sounds like it could be some capacicators blown up; you can see when you look at your motherboard if they have grown up a bit.

But indeed, there could be something messed up with the bootfiles as well, but somehow i still think of the capacicators.

If your objective is only to get files off the drive, then you can either:
1. Go to your BIOS settings and set the boot sequence to Cd/DVD-rom or Floppy first. Pop in a Windows XP CD and load the recovery console (For the floppy you can create a windows boot floppy from the system you're posting with). This method you'll have a dos like environment to work with to get your files.
2. Install a second copy of Windows onto your drive. Make sure you select "keep current file system intact" when prompted by the installer.
3. Disconnect the hard drive and install it in the system you're using as a slave drive and copy the info off (not recommended because it is possible you have a nasty malware on the drive).
If you are trying to repair your windows then you can attempt to fix your registry (if that is the fault) by following the steps in this link:

Using that method you can also attempt to narrow down which file is causing the boot to hang.
I do not recommend this method but you can also install Windows (The WinXP install CD cannot be an OEM CD for this to work) over your current copy and it should boot. Your registry would be intact for this but that means that whatever broke your system is still likely inside it (unless it was a hardware fail).

i tried to go safe mode. when it loading the files it freeze then shut down and start up again and i forgot to told u i have a laptop

The numbers above are not steps, they are different methods. If you're using a laptop you won't be able to use #3 very easily but try the others.

You could use a usb->IDE or usb->SATA cable (depending on what type hard drive you have )and then just connect your current hard drive to another pc via usb. Such a cable cost like $15-$20 so it is not particularly expensive

IF it is the hard drive, then put in a OS flash drive/CD, like a Windows CD or Ubuntu LiveCD (which I would recommend) and then just boot into it. IF it can't boot into these, then it isn't a hard drive problem, but a system stability problem.
Then from there, open the hard drive on the computer and see if you can access the files. If there is a serious problem, Ubuntu will detect if your hard drive is actually failing via SMART.
Also running the repair utilities on a Windows CD might help alleviate the problem too.
If those don't work, use a Windows or Ubuntu CD and use them to see if you can save your critical files (i.e. school work, game CD keys, hentai collection) to transfer to a flash drive.
From this point, you still don't know what is wrong. YES, it could be a hard drive failure, but you first need to test to see if the hard drive is actually the problem. Doing these will help narrow down the problem. This is what I would do in your position.

sorry to report late but i had to re-instill win XP but i got my files back well half of it. old H-games back up and other stuff. i got in early 2000 era. once again thanks you ALL for this and had help by my brother to read this because i dont understand most for the stuff here. he knows more then me and he tell me why im going to a hentai site(what he said was anime porn site) for pc tip XD

Not recommended. NOT recommended. NOT RECOMMENDED.
Never EVER install anything onto a partition before you have your data backed up. EVER.
I've had several windows updates hang on me and they can take several hours - all the while a single power failure can doom the whole thing or your mom switching it off (to conserve power, it happened to me) can do the same.
