I have started my new hobby of translating/editing some of other people's work.
(I got permission from them don't worry)
I am done with translating all their work, but the editing is the problem.
Unlike some people, I have a Crappy ass computer.
The only editing program I have is Paint...
Now Here's my question:
How can I edit the writings, that was written over the picture? and not in a "word-bubble" or a "word-box", with my translated writing?
If you do not understand the question I'm asking, I will include a picture as an example.

You're actually refering to cleaning. And cleaning can be a motherfucking bitch if you have to redraw some stuff (which is the case).
First of all, there is NO WAY you're going to be able to clean that with paint. Get yourself photoshop or it's impossible (maybe with gimp, but I know very little about that software).
Once you get that, I'd recommend first searching for manga cleaning tutorials and then give it a try. Be ready for frustration.
Anyways about that specific image, it looks like it'll be a bit of a bitch to redraw. But doable with some time. You'll have to take the pen tool and redraw the outlines of the tires, and then colour with their respective colours to make it look as if no text was there, so you can apply your own. Fortunately there's no gradients in the image, so it won't take too long to deal with (those, combined with tones are the biggest pains you can find).
So yeah, I'd say get photoshop or forget the idea of editing that.

I used to have GIMP before and let me tell you- it's a bitch. But you could make it work i guess... i never got along with that program. Now I have photoshop, my awesome chinese friend bootlegged it for me. Working with it is pure joy. I think there are tutorials for that kind of thing on youtube.
Anyway I think that the pic you've shown is pretty easy to edit even with Paint. The only thing is that it's gonna take a while and you need great precision.

As a former cleaner I suggest you get any Photoshop program, CS4 preferably.
