Fixing Buffer Speed

Well, i need help on this one, my buffer speed is slow. It tends to slow down when im running several tabs at times. It actually never did this before. Im not much of a computer whizz, but I need to know how to increase buffer speed. My parents watch streamed videos. So guys/girls, any wisdom on how to increase it?

EDIT: Vista is an abomination. It's what i have.

turning off some service that you might not need, defrag weekly or monthly. that's what i do
