Garbage internet problems

So supposedly, my internet connection is 10 Megabytes or something like that. I've checked, and indeed, it turned out to be around 9.5 MBs. Either way, since around a week ago, my Internet's been acting pretty weird:
- First, it simply stopped working at random times, with the little connection icon stating "No internet access". I had to reset my modem for my connection to return and even then, I have to do it many times for it to work.
- I started to notice this happened whenever I opened uTorrent (version 2.2.1), as I had the Iczelion OVA being downloaded. What I did was that I uninstalled and then reinstalled the same version of uTorrent while deleting all the torrents I was seeding (they were in Queued seeding so whatever). It seemed to work for a few hours before I started getting the symptoms of my first point.
- I decided to check on my download/upload speeds and I tweaked them today. It seemed to work for most of the day until a few hours ago.
- But now, instead of happening with torrents, it happens with direct downloads. So I can't really download anything. At all. At least, not a large 200 MB file.
Has anyone experienced a similar problem? If so, is there a way to fix it? Does anyone know what the most common cause is?

there are some things you could try
try to use another torrent client, this could some of the problems
or try usenet/other services that can download what you want

use a cable tester to test your internet cables, there could be a faulty cable

try to update all drivers, software, OS,
this could solve some problems with the progams

use a tool like CCleaner to clear out all junk-files/trashy/bloat-ware programs/ cookies

scan with different virusscanners for virussus, there could be a virus/malware that causes some problems.

try to use another torrent client, this could some of the problems
or try usenet/other services that can download what you want

I would try darknessblade's suggestions first, but it sounds like what mine started to do when it was dying from age.
