Frankly we can't tell you anything unless you go into detail. What motherboard are you using? What drive you're trying to install Win 7 and what kind is it (PATA/SATA)? Did you set the drive to IDE or AHCI in BIOS? Did you check whether your motherboard has SATA drivers for download?

What motherboard are you using, what is the drive you're trying to install Win 7, etc, etc.
the board is an Intel G43T-DM1V A00, and my processor is an Intel Pentium E6700
Im trying to install windows 7 ultimate 64 bit and I have already made sure all the parts I have are compatible, I have formatted the Hard drive in my other tower, but I keep getting stuck on this step.

You still didn't answer whether you set the hard-drive to IDE/AHCI in the bios. Did you check that BIOS sees the hard drive? (Sometimes you have to manually activate features in BIOS before all drives show up, since the IDE/SATA controller may be disabled by default or set not to automatically detect drives).
This is MOBO is made by Dell, not Intel, it only uses an Intel chipset. This is an OEM part, do you by any chance trying to install an OS on an Inspiron 560?

That means that Windows 7 didn't have the necessary driver to access the drive in AHCI mode. You might want to download the driver and supply it during installation as it can be quite a hassle to activate the feature later on.
