I shop at these online websites for my figurines
http://www.hlj.com
http://www.1999.co.jp/eng
http://www.kirinhobby.com
I prefer 1999.co.jp, due to the fact that they have a point system for every purchase. But HLJ will have items that some of the other sites don't have. There are other sites, but usually the prices are a bit far fetched.

Haven't used the last site, but I can support the first two firsthand, and have heard good things about the third. However, it doesn't help you if the figures you're looking for are already sold out on the sites.
I wasn't able to find it on any of the sites I know of. It's good that you're careful when purchasing off eBay, however, there might be some legitimate listings. One thing to look for is that the retailer is listed in Japan, and the price is relatively consistent with the retail price. Obviously don't buy if it's from China or Taiwan, and be wary when it's listed in the US, though that's infinitely safer than buying from China. Granted there's even a risk if the figure is listed in Japan, but in my experience, it's relatively safe. Of course also use feedback rating to judge, but know that most people who buy from figure retailers might not necessarily care about the figure's authenticity.
If you really don't want to buy from eBay, and can't find the figure anywhere else, you could always try Yahoo Japanese Auction. That's actually probably your safest option, as far as getting a legitimate product, but you'll incur quite a few more expenses, unless you're able to get a cheap buy it now price.
You'll have to use a Deputy Service unless you're based in Japan (I'm assuming you're not.) I recommend Shopping Mall Japan, as they have some of the cheapest commission rates, respond to inquiries quite quickly, and have relatively cheap shipping. From there, just browse Yahoo Japan, and if you see something you like, you'll have to place a bid/buy it out.
Did a search for you, on Yahoo Japan, and came up with this:
http://page9.auctions.yahoo.co.jp/jp/auction/k124596352
http://page13.auctions.yahoo.co.jp/jp/auction/r66559726
There's a few more available. Just like eBay, use caution when you buy anything from there, and try to run it through a translator to make sure you're getting new goods and that the seller isn't from overseas (unlikely, but there are a few people selling bootlegs on Yahoo Japan.) Honestly, I've SMJ to purchase quite a few items from YHJ, and haven't had any problems whatsoever. Just be safe and go with someone who has a decently high feedback rating (the number on the far right) and you should be fine.
Here's the index. I'd bookmark it and search every now and then until you find one up for a price you're willing to pay from a seller you trust.

The link you just posted is probably a fake. The seller is listed in Taiwan.
Well, you might be in luck. I managed to find it on Mandarake, which is a very reliable Japanese retailer. I've ordered quite a few items with them in the past, and haven't had any major issues. It's actually available at a reasonable price, too. Only problem with Mandarake though is their stock system. There's a small chance they don't have the item in stock, so I'd try to order it as soon as possible, and they'll get back to you within a day or two. Though says the figure is opened, so it's up to you if you want to buy it used.

Found another place that has it, but you'd honestly be better off going through the links I posted above. You'd get a cheaper price, but here it is:

Yeah, Mandarake is a great site. I've ordered a ton of doujinshi from there, as well as a few figures. Their prices are more than reasonable for most items, and they have an absolutely incredible selection of goods. Only thing to consider is the majority of their items are secondhand, and may not be in the best condition. I've personally never had any such problems, and every doujinshi/figure I've ordered has been in excellent condition.
