Horrible FPS drops on games.

So i made a recent topic about me building a pc for my friend and apparently we went for a budget gaming pc. Nothing on the super high end part.
The parts were an Intel E5800 CPU
GT 630 2gb GDDR3
2gbs of ram
Basically those are the crucial points in the build here.
I installed windows 8.1 64bit on his pc and we played league of legends find for a while the FPS was great on medium settings sittin on 60 and occasionally. However when my friend brought back his pc home. Even on very low settings with shadows never on, even on the medium settings mentioned awhile ago, the frames were so bad it was staying at like 20 dipping to 10.
The thing is, could it be that when we added more games to his hard drive it just started reading the files slow causing massive FPS drops? Or could it be the OS where either one of the components such as the GPU or the CPU cant properly support the os.
Were going to meetup again and im going to isntall windows 7 32 bit, since his ram isnt even going to need 64bit anyway... But the processor is 64bit compatible.
The CPU he is using was my old one paired with a geforce 210 and i had no problems playing league of legends with those parts at that time. But with his GT630, not sure why the FPS is so bad...
I hope some of you guys have an explanation to this problem were having here... Thanks!

Install Win 7 64bit if the CPU support the 64bit version.
After that, be sure that ALL drivers are up to date. If that still doesn't work, the best advice i can give you (since i am not familiar with League of Legends issues), is get a GDDR5 card.
You can buy a 6850 for something like 120-130$.

You sure your friend didn't dislodge anything on the way home?
Also, using the resource manager and speedfan is a good way to see if anything is sapping up resources,or if indeed a heatsink or fan was dislodged causing a part to overheat.

Thats what I am going to check afterwards when I meet up with him again soon. I'm gonna check if any parts were pushed out slightly from its socket. Other than that we decided to stick with windows 7 32bit to see if that fixes the problems as well.
