Its also likely DX9 is already installed as it is included with most video game installers.

I'm a caveman when it comes to PC.

Tried this already but I'm always getting this stupid error:

Try this one http://www.microsoft.com/en-us/download/details.aspx?id=9033 it should be the full package (ie. contains all the required files), as opposed to the other one which is basically a installer that downloads the files needed from the MS server.

Or make sure cryptographic services is indeed enabled. Just type services in your start menu search bar and open the services program. scroll down the list til you find it and double click to open it. Make sure it is set to start automatically and then choose to enable it and try installing directx again.
