I need a cheap and cheerful CPU to power my PC. It got hit with a surge that fried the CPU and need somethign cheap that will run games decently.

What makes you think that you motherboard is working in the first place? If the surge killed your CPU chances are, your MOBO is in bad shape too.
Before you buy a new CPU, make sure your MOBO is still working! Borrow a spare CPU (or buy a used one as cheap as you can get one) to do so.
If you need to buy a MOBO too, then right now buying Intel is a better deal right now, unless you're on a really tight budget, in which case AMD AM3+ is the way to go.

An Athlon 2 x3 is probably the cheapest good gaming CPU on the market. You could also try your luck with a Phenom 2 x2 and try unlocking it to a quad core if your motherboard supports that, that's what I did.

Any dual core nowadays can pretty much be ok for gaming, because today's games pushes most of the load on the GPU. If you watch alot of anime too, I'd check if that processor can play 10-bit pretty ok, since there's still no DXVA for it

I would recommend an i5-2500K+GT560 for the intel camp - but Athlon 2 x3 with HD6570+ is alright :-)
