New PC Problems?

Here are my parts
GTX 760
i5 4670k
gigabyte z87m-d3h
8gb ram
650w psu
500gb hdd
So I built a new computer and for some reason i am experiencing problems. When the video card is plugged in it some times hangs and apparently it doesnt read the hard drive or anything that gets connected to its sata ports of the motherboard. But when I take out the hard drive, I am able to use the computer perfectly and it will 100% boot properly.
When the gpu is plugged in there are chances where it does boot, and when it just hangs or it hangs after it boots and so on. When I use 8gb ram it hangs a lot so I use 4gb for now. I am wondering what is the problem with my new build? Is there some faulty part in my system or is it a compatibility issue with my parts?
I can only use the PCIe 4x cause my case is kind of small and the PCIe 16x slot is too high for the gpu slot on my pc. So I have to stick with the PCIe 4x slot but I dont think that is much of a problem.
I just want to know how to fix it, cause its like my system when the gpu is plugged in has problems communicating with the GPU and the devices connected through the SATA ports.
Does anyone know a fix for my problem where in i wont have anymore hangs as it starts up with my gpu plugged in? I would really appreciate the help you guys can give me. I really want to use my system to its fullest potential.

Without knowing its brand and model, this is only a blind shot, but I have a feeling you've managed to buy a shit tier PSU that doesn't deliver its nominal wattage, causing the brown outs you've been experiencing.

this probably not related but what is the OS you install onto that HDD?
can you check the boots setting to make sure you are booting the right thing first?
For me i always have CD/DVD then HDD
Also, you said there is a problem with running 8G of ram install on your board? and the setup of have you install the GPU cause that part of the post not very clear to me. It also help alot if there a picture your PC.

I am using a Cooler Master Silent Pro 650W now, and i never experienced issues with it. If you want to be sure go with something like this.
I suggest you to test the ram too, you can use Memtest.
Last but not least, buy a proper case where your GPU can fit in the PCI-E x16 slot or the money used to buy your gtx are just wasted.

Basically Im running on windows 8 and when i plug in my dvd to the sata part it just wont detect or run properly, it somehow works if its just my hard drive but still hangs from time to time.
As for my gpu part, when the gpu is NOT plugged in the pc works perfectly with everything connected, but if the gpu IS plugged in there starts the part where it hangs when it tries to boot up windows.

just as flaser said the pc is kinda shitty, i would suggest a bigger case (with better cooling specs [more fans=better]) and a better PSU (700+ watt)
and 1 more tip always use a pc builder (program) to make your pc as you want to custom it,

Flaser never said the build was shitty. He said it might be because the power supply is a shitty brand which doesn't deliver enough power to run the system with all the parts in. The i5 4670K is an excellent cpu and so are the other parts.
And for a build like this, you don't need 700 watts or more. 550 is plenty already.

It could also be your DVD-drive that has a short circuit, in which case the PSU's short circuit protection will kick in, hence it won't allow the system to boot. I've seen this with an HDD that had a similar problem.
Also, use memtest as recommended, one of your RAMs could be faulty... or having bought two different models, your MOBO might be having difficulty coming up with proper timings, so you might have to set your memory settings to safe, or manual and used relaxed (bigger) timings. (Mixing different brands and/or models of RAM is not recommended precisely because it can lead to this headache).
