Uninstall Norton antivirus. Run registry cleaner in Ccleaner -> http://www.piriform.com/ccleaner. Reinstall Norton antivirus. Or just get MSSE if you've got Win7.

Honestly I can't say, I've never needed to install Norton since there's a multitude of free solutions that are just as powerful as acting as antiviruses. Such as Windows Defender for Win8, MSSE for Win7, or Avast for either of the two systems.
If you can't uninstall Norton just through the regular control panel -> uninstall, then hit me up. All we need to do is delete the folder, turn off the services associated with Norton in msconfig, then delete the registry entries with CCleaner. But frankly, that in itself is a hassle.

That what I mean, pain in the ass just to uninstall. The only reason why I have it is because it was prep-install before I start building my own com. When I cleaning up my friends computer, that software for some reason always the number one anti-virus they have and it would always be expire. :T
yet, they wonder why their computer get virus and keep saying "ohh, mac is soo much better because there no virus"
