Try this to disable the computer from automatically restarting:
Press F8 (like you did before to get to safe mode) but choose the option to disable automatic restart. Then choose to start windows normally.
Now when the computer boots up, instead of automatically restarting it will show the "Blue Screen of Death." On this screen are 2 important pieces of information. First off is the file that is involved (usually a .dll or .exe file) followed by a description of what when wrong (like IRQL_NOT_LESS_OR_EQUAL) and near the bottom you should see the stop error code (looks like 0x00000000). Use Google on both of these items and you should figure out the problem.
If its an operating system file it can be repaired by putting your Windows CD into the drive and booting from that into the recovery console and typing in "chkdsk /p" which will scan your operating system files and repair as needed.

Restarting constantly is an early symptom of bad ram, run Memtest to see if you don't have ram that's dead or dying.

Gotta love it when that happens.
If the computer is restarting in a particular spot, it's more than likely a Windows file corruption issue. Reinsert your XP/Vista/7 CD and boot from it, If windows is already installed (Vista/7) you will have the opportunity to open up Automated System Repair. On XP, do what Nachbar said.

Heat, memory, video card, and MB/CPU are all reasons a PC will keep restarting. I would follow the advice from Nach and see if you can get it to blue screen instead of restarting.

I wonder if you were personally asking me for help.
And if you want Windows XP Pro Service Pack, I suggest you buy it. Downloading online is very risky
