Isp are becoming government watch dogs and hired goons of the RIAA and MPAA. So it can be that or there news of the police monitoring upload site to find cp, loli and tech and programing trade secrets.. none are laws though.
There always a chance of getting nicked for sharing a movie because your isp are always dicks.. torrent, firewall, proxy and there a program that makes you invisible to the outside world.. i wish i knew where to get that.

Doujin is not licenses anywhere. H-manga isn't license in the us or outside japan.. there a few but i sure those licenses are dead now. Normal manga is a gray area since most are scans before the license and the japanese versions are subbed so it not technically piracy. Cgi only if there from the license game or art book... 1 out of a thousand are.

"Okay" is a point of view. You want to get on the technical, the legal, side of it is NEVER "Okay".
If the Japanese government cared enough, they could go through U.S. channels to sue anyone for pirating anime, manga, soundtracks, etc... even if they are not licensed in the United States. The good thing (at least for us) is the time and resources it would take the Japanese government isn't worth going after a handful of pirates. So instead, they are trying to stop it at the source on their own shores, but it appears that they are failing miserably at that.
I'm not familiar with the law in other countries, but I'm assuming the Japanese could do the same in many other countries.

I had a topic on the discussion on the ISP's becoming watchdogs. Let me go look for it
EDIT: Found it. Has news articles from MaximumPC and Ars Technica as well.

Well, I heard that MU was banned on Malaysia from Mibu.
Maybe your brother is talking about similar law in your country?

Yeah, that thing.
There is nothing they can do right now. The worst that they are legally allowed to do is to continually send you warnings regarding illegal internet transactions, and pending on your individual contract with your ISP they may be entitled to drop you. However, after that things get shady. A lot of articles, including this one, mention that after repeated infractions they will throttle down your speed. As far as I know, that's not legal. As soon as that happens to enough people they will be sued, and unless the combined pressure of several ISPs scare the United States government into cooperation, then they will lose that lawsuit.
This is virtually the same that Comcast/Xfinity has been trying for years now, and have been sued and lost on every occasion. Clearly, they are hoping that by having more ISPs willing to do this that their combined bravado will force the United States government to side with them.

It's impossible to be "invisible" on the Internet just by installing some software. The Internet doesn't work like that! All "privacy/invisibility" schemes work by using intermediaries to obfuscate your data. Proxies are one of said schemes, so is the Onion network (Tor), or using a SSH tunnel through your seedbox.
The important thing is, that all these solutions require either a paid for infrastructure or other people willing to act as your "cover".
