Suggest me a new CPU.

I currently have a AMD FX 4130 Black Edition, but its bottlenecking my Gpus and my ram.
Ill probably eventually get $500 or under from my Rich ass punk brother, so suggest me one around that pricepoint thats better than the one I have.

FX-8350
Above is the most expensive AM3+ processor in TigerDirect's inventory. If you want more power your best bet is to upgrade to a motherboard that uses the FM2 socket and grab an A10-6800K.
MOBO: Asus F2A85-V Pro
CPU: A10-6800K
It'll be around $300 after tax. This is pretty much the most bitchin' MOBO/CPU combo out there as far as consumer level AMD builds go.

The 9590* has its capabilities split up between eight logical cores, it is a workstation level processor and not meant for gaming performance. Because it has eight cores you will at most only be able to use a maximum of 50% of its processing power with the majority of cutting edge game engines, as none are designed to use eight cores and most will not be for some time. In addition to this, there is only a 14.63% difference in overall computing capability and value between the two processors, while there is almost a 300% increase in cost and a 120% increase in power consumption.
Edit: Also, the fastest consumer-available processor out there—sans military grade—is the Intel Xeon E5-2690 v2. As far as I know anyways.
Edit 2: Not to mention that upgrading to a socket FM2 motherboard will ensure that you'll be able to upgrade in the future.

The new FM2 apu's on the market aren't really attractive to me. Besides, AM3+ is here to stay for a Lot longer. I cant wait Until one of the competitors make a legitimate Eight core. Back onto the Apus, to me the cache just isnt big enough. Plus I have no intentions of buy another motherboard just for Upgradability. Since as you said, the 9590 is a workstation processor, im looking into some better quad cores from amd. Or maybe a 6-core. Intel is just to expensive.

Intel is just to expensive.Cache size is more important when it comes to server or workstation use-cases, not consumer. If you really want to stick to the dying AM3+ socket, your best upgrade choice is likely the FX-4350 Vishera. The FX-4350 scores 5184 and the FX-4130 scores 4058 on Passmark, so you're looking at about a 20% increase in computing power. The FX-6350 scores 7047, so you're looking at about a 53% increase in performance overall, however, if one takes into account the extra two cores, realistically you'll only see about a 14.5% increase in performance.
Intel isn't as expensive at is seems, in fact, an i7-3920XM usually lists around $1096 while an Opteron 6282 SE usually lists for around $1088 and there is less than half a percent of difference between their passmark scores. Similarly an i7-4820K scores 1180 and lists at at $330 while an FX-9590 scores 10543 and actually lists at a higher price of $390. It's more about which models you buy rather than which manufacturer you buy from.

The FX-8350 sounds like the best am3+ cpu to get right now, and you should also get an aftermarket cooler for lower temps.

Well if you're that lazy go with an Artic Cooling Cooler they're easy to install.

Try an FX-8350 with a corsair H100i, about 300 bucks and you don't need to upgrade your mobo, I got mine running at 4.7ghz all day and it's normally under 70 degrees celcius. Great CPU and is as fast if not faster than a 3770k from Intel when overclocked

For gaming that'd be your best bet, the other processors have too many cores and it's not a bad power to value ratio compared to everything else they've listed.
