They're trying similar stuff here in Finland too, to push through several law-packets before the next Parliament takes place. Few parts in the packets is, interesting that, it would give completely free hands to the FPD to spy on the internet usage of pretty much everyone here, even installing monitoring software is okay with that law packet.
How would they install that software? Most likely they would get into contact with the ISP's and have them monitored from there.
Guess they're trying to reduce CP / communication between criminals through this method but this puts a lot of privacy at risk, where it would violate few parts on the Constitution regarding that.
Seriously, pushing these kind of law packets in extremely short amount of time isn't that good.. None or very few of the people that vote on government level about this stuff, would be able to study the main points of the packets.
Question is, how would they punish ISPs if they wouldn't report such activities to the federals. If they don't get reported, then how would federals be aware of such activities on such IP's and so forth. That's what I'd like to know. It would take quite decent amount of funds to employ enough personnel to watch over these ISPs.
But what I generally find hilarious, is that some governments link drawn picture (ink and paper, later scanned to PC for internet distribution) as real CP.. Seriously, no matter how you twist and turn, that ink and paper won't turn into a real situation.

To state that Canada is monitoring the interwebs within the country is a shock (I just heard this now), even spying on their ISP's. The observers may also step the line of privacy... But still, it's a good way to track down people who are using children for human trafficking.

This is purely hearsay from a magazine article, but i think it is important to the arguement. Canada has been known as a site that supplies, transfers, and habors human slaves, so maybe this is another measure to combat this growing crime?
