This building is the research and magical core build recently here. the tower have magical circuits that help mana flow through the walls. the goal is to gather individuals so magical researches can start, in order to reproduce Miracle.

Can i be a destruction magic counseler..

If we chose a job, say High Summoner, what are our guidelines? What can we do, and what can't we do? Essentially, what are the limitations?

the only guidelines mages need is " do not harm your fellow mages. " you can even make experiments with life, for Miracle, we pay even the highest price. in limitations, you only need approval of the counselors.

Is the high summoner actually higher than the counselor for Summoning, or is that a typo?

no the high summoner IS higher than the higher counselor. the counselor job is only to give permission, and there can be 4 counselor for each sector. the higher jobs on the sectors have the same powers as the counselors, but have more importance in researches and experiments.
