The following links I will give are for direct downloading/streaming of Anime episodes.
NOTE: I recommend using FireFox and AdBlock Plus before visiting these sites.

MegaFanatic allows you to bypass MegaUpload's timer thingy, so you can always be downloading at premium/fast speed. Instructions on how to use it under the "Information" header on that site.

Well every anime series gets put onto Tokyo Toshokan pretty much as soon as it's subbed now. They also get RAWs only slightly after IRC (which is still the fastest way to get anime). You just need a torrent client, such as uTorrent.
Streaming's OK if you want to watch the anime straight away without waiting for it to download but:
(a) Even on the worst broadband connection, it should take less than an hour to get an episode, that is if it's a recent episode. Older shows may take longer. Code Geass tends to have well over 6000 peers and several thousand seeds when each new episode comes out.
(b) Streaming is low quality, YouTube being a great example of horrendous image quality (not to mention the awful framerate).
(c) It still does download onto the hard drive, just to a temporary directory (I say this because some people say they stream because they don't have a lot of hard drive space).
