You upload it as usual?

After that you select the gif you have on your computer.
Then you wait for it to be uploaded. Accept. And wait a few minutes for it to show on your profile.

Automatic resizing does not like animations, so if it's larger than the allowed avatar size, you have to crop or resize it yourself before uploading.
