I was wondering if Fakku is able to localize Comic Kairakuten Beast and/or Kairakuten XTC? Do they have rights to all of Wani's properties?

Really wish those magazines were part of the subscription, and I am sure one day they will be, as of right now the Subscription FAQ, has answers to a lot of questions.
Here is a a little exert which directly relates to your question:
"Will you add more magazines in the future?
Yes. In addition to Waniwagazine's other magazines, we will also reach out to other publishers."
But damn when I saw this month's Beast preview , all I could think was, "one day I will legally be able to read More of Okumoto Yuta's works".

Agree, if fakku were to add any new magazines, BEAST and XTC would be the first on the list.
Also don't forget Hinasaki Yo and Pyon-kti, though the latter doesn't draw much recently. :'(
