For almost every day in the past month, most likely the same specific user has been giving me -reps on the exact same post.

This post, by the way, was made more than 4 years ago. The same user keeps coming back to -rep me on the same post whenever he can. Now I have -33 reps on that post.
Is this against the rules? Or is this perfectly legal?

In my opinion yes. When I looked at your account all the -rep was made almost exactly within 24 hour.

I don't think so, as anyone is free to give rep according to their own judgement. That is, only if they do it personally.
By personally, I mean the related individual must not have an agreement or whatever you call it, to rep a specific person, whether it's plus or minus rep. Also, making one or more alternative account simply for the sake of repping is also prohibited.
And judging from the image you've provided above, it seems like that particular someone has been diligently repping you almost everyday. However, I don't see any indication that he/she is scheming with another user and/or keeping alt accounts to rep you.
So, I don't think that this is a case of rep system abuse, as it is done legitimately through whatever the rep system has provided. Every user here has the right to use their rep as they see fit, and in this case, he/she sees that -repping you is the best method to spend their rep.

Go to the post where you're being neg repped, click on the Report button on it, then state your problem.

To be honest, reps aren't that important. But even so, to get over -50 reps from the same person is irritating to say the least. It could even be considered a form of harassment.
I personally do not know if this is against the rules. If this is not against the rules, then I guess I have no choice but to live with it.
But if it is against the rules, then I hope something can be done to stop the offending user.

What happened was someone made a personal request to upload the game. I decided to help him, so I reuploaded, and I bumped up my topic as well. But I got -rep as a thank you for that. I mean, seriously, I did some kindness by reupping a game requested by someone, and my retribution is -reps for that. And did I mention that the post was made 4 years ago? I mean, seriously? I was like WTF?!
And secondly, I have not logged in for one whole month. But this same person keeps coming back, every single day without fail, to -rep me. That is very lame, to say the least. That's why I made that post, to tell that guy my opinion of him.
Mind you, I am not trying to justify my behavior here. But I am saying this. If you encounter someone like that, who -reps you for a post made years ago, and does it everyday without fail, and you can react to it in a very polite and mature manner, then hats off to you. You deserve my respect.
At the very least, please try to understand my position before you judge me.
Also, I've edited those messages btw, hopefully they're a little less offensive now.

Right, we have tried to understand, which is why both kaimax and myself agree it's abuse and as soon as Jake can take a look at it we will do what we can to get him on board. Just try and understand that your actions are what leads to situations like this. You've got a hater because of something you did/said so while it is excessive it's also somewhat understandable. I think you get it now so there's no point in bringing it up anymore, try and adjust your attitude and we'll see what we can do about fixing the abuse itself, win-win.

You're absolutely right that this was a form of reputation abuse, which is against the rules. The user who did this was hiegen1, and for the record I have no issue outing users who break the rules.

Gotta say, someone giving themselves rep isn't as big of an issue as someone attacking another user's rep. The second link you posted doesn't show what happened, it just looks like a bunch of edited comments made by you.
