How do Suggested tags work?

So I recently suggested some tags for the book Honey Pot Style and all of them got rejected. All of the tags I suggested are in at least one of the chapters in the book. Double Penetration is in 3 out of 12 chapters and bukkake is in 4 out of 12 both denied. How many chapters of a book does a tag have to be in to get accepted? Seemed like they didn't even check.
