More tag(ging) system suggestions

Straight to the point, a community-driven tag system:
The "tag moderators" idea could be optional, as if there's input from enough people, the trolls will be outnumbered anyway.
So, what do you think? :P
- Divide the mangas/doujins into two sections: untagged (new) and normal
[*]Let the willing users (50+ posts requirement?) tag the new mangas via some kind of tag rating
[*]Recruit tag moderators, who will confirm the tags on mangas that received input from at least 50 people (maybe more?) and move them to the tagged section
[*]Allow people to add new tag suggestions and to vote on them
[*]Tag suggestions with considerable amount of votes may be reviewed by moderators and accepted
[*]Mangas in the "normal" (tagged) section may still accept new tags
[*]Show only tagged mangas on the front page, and the untagged ones on a separate dedicated page
