New "pregnant" tag's jurisdiction?

Long time lurker here (browsed long before making an account), and I'm super stoked about the new pregnant tag, personal favorite. I have some questions, and if they've already been answered before or I'm posting the in wrong subforum, apologies in advance (I did try to search the forums a bit to no avail).
1. What is the jurisdiction of the "pregnant" tag? So there are hentai with characters who just say "Oh, I'm going to get pregnant from this...!" with nothing more shown, others showing a cutaway with an egg getting fertilized, some showing a baby bump, and of course sex with pregnant women. For me, egg fertilization and up counts, but I don't see the tag on recent submissions such as

2. With new tags being introduced, there is a lot of old material that needs to be updated. Who can update tags? I see that I don't have permission, is it possible that normal Fakku members can gain this privilege?

To answer your second question, only certain people can edit tags. If everyone had that ability then the tag system would be doomed to trolling. Just make a list of works that involve pregnancy and put it here: https://www.fakku.net/forums/feedback-suggestions-and-support/new-tag-help
To answer your first question, to be honest I'm not sure. To me the pregnant tag is for those who are already pregnant and are having sex. The baby bump is usually the fetish, though there are cases where it isn't a full blown bump. Some works where the person get's pregnant I'm not sure about (I don't know much about that fetish personally so I could be wrong with my ideal) so just post works and put "questionable".
