[Q] About user-created/original doujins etc.

As the topic state, this is a question about user-created/original doujins and so forth.

A while back, I forgot how long ago, there was an original doujin uploaded and what had me curiously interested was the what the description had stated. I can't remember it word for word but it was along the lines of how it was an aspiring artist that hoped that one day he or she would have one of its doujins uploaded which it actually did which leads to the question my question(s) of:

How does one get his or her content uploaded?
Is there some sort of guideline that have to be followed?

I myself am an one that'd like to become an aspiring artist though I'm still in practice but after seeing that - that pretty much boosted my motivation. That being stated, thank you very much in advance and I do apologize if that sort of question has been posted before.
