Suggestion: an indicator for completely translated issues?

Is there any way to tell whether or not all of the chapters in a released issue have been completely translated? If not, perhaps there could be an icon added somewhere to show that it's been complete?

It should be mostly accurate.
It would be nice to have an finished status and even better if there was a progress indicator.
Most people probably don't care much about the details. This will have to suffice.

I don't understand why some old issues are still incomplete tho.

It really would be nice to see if they are complete or not.

FAKKU likes to keep a regular release schedule. When you generate content on a regular schedule you usually want to have a safety buffer. Just in case something happens or maybe your employees are sick or go on vacation. So there's probably a fair amount of stuff that's withheld so that they can release at least two chapters per day, no matter what. Also newer manga takes priority over the old ones so they'll try to push out 90% of a newer issue before turning to the backlog. Since publishing began there's been a slow trickle of content from the backlog and it'll eventually all be complete, but I think this is generally how they protect themselves against the unexpected.

We used to maintain a buffer of completed chapters, but that hasn't been the case for a few months now, they're pretty much released as they're finished now. We do prioritize new issues, which is why older issues (third and fourth in particular) are so incomplete. We basically have never worked on backlog chapters.

That's not entirely true, we just prioritize the latest magazines ahead of older ones. At any given time there is always a chapter from the backlog being worked on.
