We need a user tagging system

Is there anyway we could somehow tag people in post on the forums, like if we wrote @insertnamehere it would tag them and send them a notification that says "hey you've been tagged in a post" you know kind of like on youtube.

You just use a quote tag on anything they say, or you type with their username in the quote field, and they're notified.
