The discs themselves and consoles aren't region lock but the stores are. You can buy the EU/Na/Jp/asia discs and they will play with any ps4 or vita, but your store is locked to your memory card/id. But you can exchange a card to another store at anytime on the vita.

ps and the ps 2 are region locked and ps3 had a game that was region locked, but i don't think a ps4 game is yet.

More of an issue with localization, which sucks for those short on cash and unable to spend a lot on shipping, even if I don't care for game. I'd see censorship more like they were forced due to govt. laws/interference (no swatsikas, no images of Allah, etc. etc.) or social pressure to change the big titties to modest size ones, and making all the models plus sized disabled transgendered women. :y

More like, change.org petitions tend to be pointless, since all they do is bring attention to things that people think are important, they can't ACTUALLY change anything.

So, I can see why they wouldn't care about the petition. Personally, I signed it, but of course, these petitions only serve one main purpose - to gather attention to something.

When it comes to things like this, the 'people in power' here in 'murica probably don't care one bit.

I'm not from america, so I don't particularly care what happens there, and also petitions (especially change.org ones and the likes) do nothing for the cause. They are the lazy mans protest, so nobody takes them seriously
