Stripped panties are win. There is no explanation required.
Especially in hentais where they fuck with the panties still on, like in this doujin.

The first hentai image that I ever saw had a female who wore violet-colored, striped, panties. She was bending down and wearing a skirt; it was an upskirt picture. Sadly, I don't recall where I saw it. I haven't forgotten the image but I haven't seen it since 8th grade. That was at least 5 years ago. I'd give up quite a bit to see it again, treasure it, save it to my hard drive, and more....

Well, that didn't answer your question(s) did it?
1. Don't think you're going crazy
2. I don't know what it is with the panties that are striped (blue or any other color).
I do know, however, that a stripped panties/panty "fetish" seems to be relatively common. I had one. Had.

^As have Hatsune Miku, who are most often drawn wearing blue/white striped panties.
They are very cute, so I don't complain. ^^

Striped panties rock xD As for a very moe character that wears striped panties, a great example would be Francesca Lucchini from Strike Witches:
As for the history or significance behind them... dunno. They seem to convey a bit of childishness, I guess, and I find them very, very cute xD
