Q1: Gurren Lagann, nothing has topped it since. I can watch it over and over, relive the comedy, raw emotion, hype, and not get bored.

Q2: Over the whole decade? Three way tie: Angel Beats (for a feels trip), Steins;Gate (for an awesome feels trip through time and space), and Code Geass (For being Deathnote with giant robots).

First thing that pop into my head. I have never found an anime that top Gurren Lagann. Not once, and probably never will.
