From my understanding it most likely is their culture, apparently to them even touching a corpse is looked down upon and undertakers and such are viewed as outcasts.
However Black Butler has an undertaker in it, The Embalmer is well about Embalming and Kurosagi Corpse Delivery Service has an embalmer in it.

Mmm, yeah, I remember reading about it once. Not sure why they'd be so afraid/disgusted as to create an entire separated undertaker class, but I guess each culture had/has it's quirks.
