I'm in Japan. And to be honest it all sounds sketchy. The only time I've been on a train that was packed enough that a molester could molest easily was in the morning when people go to work/school and at night around 5, 6 when people go home. I was going home from Akihabara one night at around that time and that's when the trains were crammed like sardines. I could have molested someone if I wanted.
Another thing is if the train was that packed, it'd be really hard to grab the molesters arm, pull out your X-acto knife and push him against the window. Like, it's just basic physics. Also, yeah, carrying an X-acto knife and holding it to someone's neck doesn't seem like something that would just be ignored.
Edit: Also, there are no police in train cars except maybe the front and back.
