I mean there are always technicalities. Such as being too young to produce sperm, or even arguably too young to actually understand the physical pleasure. And being too old and possibly having erectile dysfunction. :P

Starting is different for everyone. I didn't until I was in 10th grade (15) - I kid you not. As for stopping, I think it's dependent upon a person's sex drive and lifestyle. Sometimes I do it because I am bored, but if I am busy then I won't. I also stop if I am dating a girl, even if I don't see for several days or a week.
