Ask Rise. I'm on the SEA server whereas Rise and all the other people on Fakku who play LoL are on the NA/EU server.

You basically go to the NA LoL site. Sign up, get a small installer file.
Install that, and then open the program (it's basically a launcher) and then it downloads the game and patches it.
Took me like 2 days due to my slow internet.
