Q: What's a Donor Project?
A: A big commission where anyone can pitch in.

Donor Projects are usually made for big translation projects, like tankoubons that can have more than a hundred pages and would be therefore very expensive for any single person to commission.

Q: What's a Comission?
A: Read the Commissioning FAQ.

Short answer: paying a translator to get something translated & edited.

Q: If it's a commission can you request to start one?
A: Depends on the scanlator, usually not.

Since a Donor Project may take up so much of their time, scanlators are a lot pickier about what they will take on. Most will accept suggestions as long as they fall within their preferences. Some will open up a donor projects if at least a couple chapters of a tankoubon have been already commissioned.
