The closest thing toxin has to a shield is plague followed by lots of watt's targeting the element you want to protect. Can actually be quite effective, but it takes awhile.

I dont think radiation can be used more than once tooge, it says another skill not rads again. like hurricane says cast this however many times. using rads more than once could kill most people.
