Hiring Aya Hirano, Chihara Minori, Yuko Gotou isn't as easy and cheap as picking up somebody randomly on the road.

As opposed to licensing the cartoon in the first place? I don't understand, what could be so expensive in luring a couple almost-pop idols out to film a 30-second tv spot?
