game consoles are moving more towards the life cycle of mobile phones as technology changes so fast.
so the plan is to refresh consoles every couple of years.
if they stayed on the old cycle which was to release a console every 6-8.

It's mostly because of mobile phones getting more powerful that they are capable of handling more powerful games.
there are few phones out that can handle full HD games.
games console manufacturer will probably still support older gen, like how microsoft still provide support for windows 7, vista while having windows 10 out , or how apple still provide iOS updates for their older phones.

I mean in terms of releasing games for older gen of games, but it does come down to game producer/developer to make them work across different consoles.
but seeing as how most games are now built on the same coding used for PC gaming it will just mean they need to games that are HD, 4K or 4K HDR.
Sony do allow some support PS3 games to be played on PS4 but you have to download the game from the PS store

gaming will be heading towards cloud gaming
as at the moment you get the PS app for smart TV (sony and samsung at the moment) where you can play the PS3 games on the TV without the console all you have to do is pair up a PS4 pad with the TV.
