I can answer that. Yes they are. Since the same apology can be used on many other countries that were part of USSR.

How this situation can be averted? Dunno really, clearly Russia wants the Crimea and subsequently Eastern Ukraine for historical and economical reasons(pretense?) and Ukraine definitely will not want to give away the Crimea since its a key part of their territory.

It houses a large number of its military equipment, racks up a lot of tourist revenue and ports that access the Black Sea and make trading easier with the world. World is doing nothing but issuing sanctions which clearly Russia doesn't give a shit about. I reckon they were prepared for a harsher reaction and are thinking "Oh, we can pretty much get away with this shit" now.

Actually Data, the situation reminds me of Britain's slow reaction to the annexation of Poland. They clearly had a pact to assist if they were invaded(Ukraine doesn't but still) and all they did was provide condemnation to the USSR's actions simply because they didn't want to have to fight them. It makes me wonder how far Russia can go before one of these Western countries finally decides to take military action.
