I thought being mute was considered being handicapped. And really, that's not a precondition for being vulnerable, although it certainly helps.

I always thought being handicapped was something that effected you physically. If you're mute you can do anything a normal person can realistically.
If you're a Lilly or an Emi then that's what I consider. Shizune is too because she has two things.

I'm quite sure being mute counts as well. Not to mention, it's not always about physical disabilities either.

Probably not really, at least to the degree of her burns. It would certainly make her life harder in a normal school, though.
