In the UK you only pay VAT on item higher then £15 and gift higher then £36 if coming from outside the EU
and you only pay Custom Tax on gift. when the value is higher then £135

Most of the time the seller mark this as gifts and under value the item.

I buy stuff from china to sell on eBay, and when the items arrives they have put it as a gift and under valued the package. I have bought items for £100 and the value written on the custom form was $20.
