What eve is talking about is when landlord charge extra for keeping a pet.

But some house association require you to get permission of them before you can keep a pet, they won't charge but like to know as it may have been a issue in the past. i.e. an estate owned by house association/council may have had problems with pet so they ban people from keeping them or limit how may you can keep.
