luin, why does the game keep track of riichi's and tenpai's? Does it effect something?

Well, riichi should be obvious, both for the point cost to declare it and for giving you points when you win. Tenpai is less obvious, but can give you points in a tie if you're tenpai and one of more other players aren't.
