Haha, it isn't a problem! I highly doubt anyone ever has a conversation ready when they talk to others. That's why nobody ever responds to anybody! Either that, or they just don't feel comfortable with starting a conversation. There's also the option where they're avoiding you and are just to afraid to say it outright. I've had to deal with so many of those back in school. Such a hassle...
