Some time after, he posted a version of the vid with the girl waving her head, a monochrome version, and he also uploaded the source animation for people to make their own versions.

The version on the OP is sung by a user named Lon. It appeared because Niconico has a section named 歌ってみた ("Utatte mita", literally "Try and sing it"), where people try and sing popular memes. Lon was already a popular user for her videos on 歌ってみた, and so her try at this song gained a lot of popularity fast.
