It's not really that uncommon for rape to go unreported; women tend to feel ashamed and just want to forget the experience, definetely not announce it. And it's also a sad truth that it's often hard to prove whether a particular instance was rape, at least in court. And I'm under the impression that in some areas women's rights in Japan are at a rather low level.
And don't even get me started on the groping. It's practically a national sport, despite all the efforts to relieve the problem.
