The one making 4ch thread, of course. This anonymous hero should really start thinking about what to do with his/her life.
Agreed, I was just wondering why everyone keeps saying things like "using 4chan should not be aloud" who should we punish for this? How would you enforce rules on someone posting on 4chan? This isn't really a question for you lam, it's directed at those who are complaining about someone calling 4chan in.

Some user needs to gather some votes on a different site, so he creates a topic and other users usually help him (just today I've voted on a dance music site for "techno", even though I'm into metal, but nevermind). Obviously the same happened here, and I wonder if it's even questionable, since membership on Fakku is based solely on your will to register.
The vote can't be considered void, since there were no rules not allowing some "help from outside" (correct me if there were). Kamina's victory might be questionable considering some kind of morals, but seriously: do morals even exist on internets? No.
About rules preventing this from happening: no rule can stop someone from voting, so the only solution would be technical. Like not allowing to vote users who registered after the poll started (I don't even know if the forums engine allows something like this) or allowing to vote only users with certain amount of posts, like in your waifu game (but this might discriminate users who don't post in counted sections).
The simpliest solution for the users enraged by this is to avoid garfest from now, asking their friends/4ch/anyone for help, or simply stop complaining and realize that this is just the internets and there's some real life out there.
Been a long time since I made so long-assed post about absolutely nothing like this.

I'd also like to point out that your point is fucking moot; I am the creator of garfest, and have said multiple times that I made it for the internet and not for FAKKU! It's not an officially sanctioned competition for a reason <3
PS. When someone goes from outside fakku, makes an account and votes, they become a member of fakku. Good logic.

Ain't got no screenshot, so you just have to take my words for it. It's up to you if you believe it.
