[Locked] Make your conspiracy

Okay people, this is a little game that came to me while answering on my other topic on Greece Falling out of EU (no relation, I know).

Make up a conspiracy theory. There are three main things that you need to give to make a conspiracy theory:

-A culprit.

-A reason for the conspiracy

-A conspirator population

Feel free to enlarge but this must be in your conspiracy.

Personnally I can imagine a conspiracy involving sheep to take over the world in alliance with penguins. They smuggle arms and ammo in their wool from New Zealand to the South Pole, where there are hidden training camps.
Also, if you see a blinking red light on an electronic device, it means they are listening. The time is near.
